Summon Storm

You can manipulate the atmosphere in a localized area to create rain, winds, and lightning.
Time: Full-round action. Target: Special.
  Make a Use the Force check. The result of the check determines the effect, if any:
  DC 15: You create a rain storm that covers up to an area whose radius equals a number of squares equal to the result of your Use the Force check. You can reduce the radius to as little as a number of squares equal to half of the result of your Use the Force check. The storm creates heavy rain and high winds. Due to the severe weather conditions, all Perception checks receive a +5 DC increase while inside the storm, and all attack rolls receive a -1 penalty.
  DC 20: As DC 15, except uncontrollable, random lightning strikes also takes place within the area of effect. In addition to the Perception check penalty, all Pilot checks now receive a +5 DC increase as well, all characters within the area of effect can only take one move action per round, and the penalty to attack rolls increases to -2.
  DC 25: As DC 20, except all skill checks receive a +5 DC increase, all characters within the area of effect can only move half their speed during their one move action, and the penalty to attack rolls increases to -5.
  Special: You can maintain this power each round with a swift action. If you stop maintaining the power, the storm dissipates at the end of the round.
  You can spend a Force point to increase the penalties incurred by 50%.
