Dr. Phalla carries the title "Patient Facilitator". Basically, this means that he is the installation's main torturer, where he breaks down patients that show resistance to the standard "treatment". He truly enjoys his work. Not only did he volunteer to remain behind when Moff Sarne picked up the best of the Facility's staff, but he absolutely refused to join the staff that abandoned the Facility as well. Dr. Phalla is a short, rotund man with a cherub-like face and thinning blond hair. He is ceaselessly polite and maintains an almost-constant cheery disposition, even during the most intense moments of facilitation.
